Russia's Defense Ministry says it will reassess its military planning and nuclear weapons strategy if NATO remains what it calls an offensive military alliance.
The new report released Thursday did not specify how the Kremlin may re-evaluate its nuclear program.
But it said Moscow expects NATO to end what it calls the alliance's anti-Russian policies.
Russian Defense Minister Sergei Ivanov told military officials that Russia reserves the right to launch a pre-emptive military strike if its national interests are threatened.
He said Russia faces foreign interference in its internal affairs and instability in border areas. He did not specify.
