CHP Completes Probe Into Death Of Suspect Struck By Squad Car

WESTMINSTER, Calif. -- An investigation concluded that a fatal collision between a Westminster police officer's patrol car and a suspect fleeing on foot was accidental but that the officer was at fault, police said Thursday.

The determination was made by the California Highway Patrol, which investigated the Feb. 9 death of 30-year-old Hoang Tan Bui.

Bui, who had been shot in the shoulder by Officer Charles Shinn III, died when he was pinned between the patrol car and a palm tree, according to prior reports by the Orange County Sheriff's Department, which handled the investigation along with the CHP.
