Bush to recycle $20 bln in Katrina funds: sources

WASHINGTON (Reuters) - The Bush administration is expected to ask Congress on Friday to take $15 billion to $20 billion in existing emergency funds to pay for the next round of Gulf Coast hurricane rebuilding, U.S. Senate sources said on Thursday.

"It will be all reprogramming of the unspent funds … not really new funds," said one Senate source, who asked not to be identified. The source said the White House is not expected to request any additional hurricane rebuilding money until sometime next spring.

Congress would have to redirect the existing money so it can be used for federal infrastructure projects, such as rebuilding roads and bridges, overhauling flood-protection levees or rebuilding military bases.

In the weeks following the late August destruction in Louisiana, Alabama and Mississippi caused by Hurricane Katrina, Congress approved $62.3 billion in emergency aid.

This hurricane season has turned into a tremendous opportunity for the conservatives to cut off funding to government programs that they dislike.

The conservatives have apparently given up on the United States. They treat it like a slum-lord determined not to put any more money into their collapsing buildings but always looking to milk a profit out of tenants.

9. This clearly has something to do with the FY cycle
OLD FY ended Sep 30/new FY started 01 OCT.

That said, it might be interesting to see what the allocations were initially, and what they will morph into in this iteration.
