Cuba is the only country in Latin America that has come close to eliminating severe child malnutrition, local media quoted a representative of the UN World Food Program (WFP) as saying on Tuesday.

Two percent of Cuban children suffer severe malnutrition, a level that the WFP's Myrta Kaulard described as excellent and far from the dramatic malnutrition levels seen elsewhere in the region.

Kaulard said Cuba had nearly eradicated the problem thanks to the measures adopted by the Cuban government and the appropriate use of WFP resources.

The program, launched in 2002, supports 630,000 people and costs US$5 million. It complements the efforts of the Cuban government in the territories isolated by droughts in recent years.

1. Remarkable, isn't it? In one form or another, certain elements in this
country, starting with this formal statement by John C. Breckenridge, Undersecretary of War, who had been a Confederate officer in the civil war, penned December 24, 1897:
"We must destroy everything within our cannons' range of fire. We must
impose a harsh blockade so that hunger and ... disease undermine the
peaceful population and decimate the Cuban army...

"To sum up, our policy must always be to support the weaker against the
stronger, until we have obtained the extermination of them both, in order
to annexe the Pearl of the Antilles", wrote US Secretary of War
Breckenridge on Christmas Eve, 1897.
