Even though the NEA is a tiny portion of the budget, the repugs I know resent every penny. They would rather spend $500 billion tax dollars getting our soldiers killed in Iraq for Halliburtan profits than see $100,000 go to the Arts (though I'm sure they would find a Saddamesque statue of Dubya a bargain at any price).
