Globe And MailOTTAWA — Liberal Leader Stéphane Dion said Wednesday he would impose tariffs on imports from countries that Canada deems are not doing enough in the battle against global warming.
But a leading trade expert said the plan would run afoul of NAFTA and the World Trade Organization and would infuriate Canada's major trading partners.
While Mr. Dion's office asserted new tariffs could comply with Canada's existing trade laws, it said key details, such as which countries would be targeted, would not be decided until the Liberals are back in government.
The Liberal Leader also hinted that he is prepared to take his carbon tax and other environmental policies to voters this fall.
