Dion touts tariffs on countries that are ‘free-riders'

OTTAWA — Liberal Leader Stéphane Dion said Wednesday he would impose tariffs on imports from countries that Canada deems are not doing enough in the battle against global warming.

But a leading trade expert said the plan would run afoul of NAFTA and the World Trade Organization and would infuriate Canada's major trading partners.

While Mr. Dion's office asserted new tariffs could comply with Canada's existing trade laws, it said key details, such as which countries would be targeted, would not be decided until the Liberals are back in government.

The Liberal Leader also hinted that he is prepared to take his carbon tax and other environmental policies to voters this fall.

It is insanity to allow a trade treaty to stand in the way of greenhouse gas progress. It is only fair that externalities get included in the true price of trade anyway.

But it may be his out to NAFTA. He has never come out against NAFTA and their proponents in the party would now have to declare themselves on this issue. Don't forget that the conservatives have only 33% and the NDP have put themselves behind the cons.
There may be a whole lot of opportunity on this issue if if comes from another angle.
