The panel approved a bill that would require lawmakers to hold down increases in spending in future years, yet leave them free to extend the tax reductions that the president has been able to push through Congress.
The committee's action was a setback for Democrats, who have argued that the White House-inspired tax cuts are the real reason for the ballooning federal budget deficits.
If the full House should go along with the budget panel's stance, the House would be at odds with the Senate, even though both chambers are controlled by Republicans. Action in the full House was possible before nightfall and would foreshadow more negotiations between the House and Senate, Democrats and Republicans, White House and Capitol Hill.
