California governor declares state of fiscal emergency

July 28 (Reuters) - Increasing pressure on lawmakers to negotiate a state budget that closes a $19 billion shortfall, California Governor Arnold Schwarzenegger declared a state of emergency over the state's finances on Wednesday.

In the declaration, Schwarzenegger ordered three furlough days per month beginning in August for thousands of state employees to preserve the state's cash to pay the state's debt obligations and for essential services.

California's budget is several weeks overdue and Schwarzenegger and top lawmakers are at impasse over how to balance the state's books. Analysts say it could be several more weeks before the Republican governor and leaders of the Democrat-led legislature reach an agreement, a delay that may threaten to lower the state's already weak credit rating, now hovering just a few notches above "junk" status.

It is ridiculous to keep them behind bars in the first place, much less if you can't even balance the budget.

Was reading recently that someone on the right was behind all of that . . .

I was surprised at the name -- and in checking this is all I could find --

"This is a blatant abuse of the recall process," says Craig Holman, who follows campaign finance issues for Public Citizen's Congress Watch and drafted a campaign finance reform law adopted by California voters in 1988. "The recall process is intended as a once-in-a-millennium procedure that would be invoked to remove some office holder for, most likely, criminal activity. This is clearly not that. It's Darrell Issa using his money to try to set up a procedure in which he could potentially get elected governor realizing that he can't do it if he followed the normal route."

Of course, deregulation which the GOP should have been punished for did harm to Davis --

Has CA even recovered yet from all the harm that Enron did to the state?

Did the state ever get anything back from Enron?



PS: While we'd be one heck of a lot better off if we targeted Issa and got him out of Congress --

he's absolutely vicious -- I think it was a bigger name -- familiar, but not that familiar.

????


PSS: And imagine how much better off we'd be if we NATIONALIZED the oil industry!!


Capitalism should be totally regulated -- unregulated capitalism is merely organized crime!!

Bush tax cuts for rich weren't paid for -- they were based on surplusses which

never materialized --

Overturn them immediately --

And then follow up with overturning Reagan's tax cuts on the wealthy!

We'll probably have to call out the National Guard to do all of this -- but let's get to it!!

(07-28) 14:33 PDT SACRAMENTO -- Citing an impending cash crisis, Gov. Arnold Schwarzenegger ordered furloughs for 156,000 state employees today, a move union leaders called a thinly veiled attempt to pressure their members and the Democratic-led Legislature into accepting his budget demands.

The order, which requires the employees to take three unpaid days a month, takes effect Aug. 1 - one month after the governor's previous, more expansive furlough order expired.

The new order includes most state employees but exempts members of the six bargaining units that have reached tentative agreements with the Schwarzenegger administration, as well as employees of revenue-generating agencies such as the Tax Franchise Board.

The Republican governor said the furloughs will end the minute a budget deal is reached, but that they are necessary to avoid the issuing of IOUs, as occurred last year. His spokesman said the furloughs would save the state $147.2 million a month, but only $80 million of that savings would come from the state's general fund, the primary spending account that faces a $19 billion deficit.

The governor is just enabling the further meltdown of the state by performing an endless pocket veto on the still-tardy budget and dunking government down the tub.
