Intelligence reforms or more bureaucracy?
There is a story about a CIA psychological profile written in the late 1970s about the up-and-coming British Conservative politician Margaret Thatcher.


The CIA analysts had looked at Thatcher, who was, at the time, the head of the Conservative Party, and had determined that this was a lady worth watching. She was mature, had a mind of her own, and was willing to stick to her guns, despite the opposition, according to the report.

The problem, however, was that President Jimmy Carter did not like her. So, when he read the report, he threw the paper back at the CIA briefer and said: "The person who wrote this must be sleeping with her."

Despite the reforms, in the future we can expect intelligence analysts to be in bed with the politicians rather than British prime ministers.
