Hmmmm... The Treasury Dept. Runs the Secret Service
MISSION STATEMENT
The United States Secret Service is mandated by statute and executive order to carry out two significant missions: protection and criminal investigations. The Secret Service protects the President and Vice President, their families, heads of state, and other designated individuals; investigates threats against these protectees; protects the White House, Vice President’s Residence, Foreign Missions, and other buildings within Washington, D.C.; and plans and implements security designs for designated National Special Security Events. The Secret Service also investigates violations of laws relating to counterfeiting of obligations and securities of the United States; financial crimes that include, but are not limited to, access device fraud, financial institution fraud, identity theft, computer fraud; and computer-based attacks on our nation’s financial, banking, and telecommunications infrastructure.

2. Always has.
My dad's a retired USSS special agent. Treasury also runs ATF and US Customs, I think.

As the nation's agency dedicated to the protection of the President and senior executive personnel, as well as the country's currency and financial infrastructure, the Secret Service will become a crucial component of the new Department of Homeland Security on March 1st, 2003.

The Secret Service will remain intact, and its primary mission will remain the protection of the President and other government leaders. The agency will also continue to provide security for designated national events, and preserve the integrity of the nation's financial and critical infrastructures. However, it will now do so with the added efficiency of access to DHS intelligence analysis and coordination with other key agencies.

Unquestionably, economic security is a key factor in homeland security overall. As technology and communication methods have evolved, so has the Secret Service investigative methods and mission. The Secret Service utilizes prevention-based training and methods to combat the cyber criminals and terrorists who attempt to use identity theft, telecommunications fraud and other technology-based crimes to defraud and undermine American consumers and industry.
