He's blocked out of his mind (like a good brownshirt) the fact that several of the inmates involved in the torture were innocent! They were rounded up under dubious circumstances and brought into that torture cell (they were accussed of taking part in a fight).

You should read the transcript of O'Reilly interviewing Seymour Hersh and Bill trying to say repeatedly "I'm sure most of them in the prison are there for a reason. I can't believe US soldiers have the time or energy to put innocent people in prison!"

And, of course, Hersh points out that is exactly what the official report says. Most of those people don't belong in there for any reason at all.
