Rudy Giuliani, testifying under oath before the September 11th Commission, stated that the firemen heard the order to evacuate the building but chose to stay on site rescuing people. In fact, he has no way of knowing that. It's a self-serving statement because the malfunctioning radios were procured during his administration.
Former Fire Commissioner Thomas Von Essen, who is more directly responsible for the malfunctioning radios, later described John Lehman's questions as "despicable". But like Giuliani, Von Essen has a vested interest in promoting the story of FDNY heroism. They bought defective radios that didn't do the job.
The families of the victims were so outraged at Giuliani's statements that they sent "America's Mayor" out of the room with boos and catcalls.
