4. A mandate is an authoritative order or command.
according to Webster. It would be determined by two factors. One, the number of people who voted vs the number of actual voters. If only 30% of registered voters had voted, it wouldn't be a question that there was no mandate. However, a large percentage did vote. So, if Bush had managed to get more than 55% of the popular vote, I would have said it was a mandate. 51% is not a mandate. It's a squeaker, particularly if you plan to enforce a draft. He's going to have to assemble an army just to keep order domestically, and that may be a problem since he's cutting back the number of police stateside. That's just a quick opinion.

6. The bait and switch. All during the campaign we heard how the only
area he was stronger than Kerry on was terrorism. He has now translated that into his domestic agenda. Big surprise. I saw yesterday they expected to cut Homeland Security. Talk about a screw ey?
