He gave as his reason that "The objective of securing the safety of Americans from crime and terror has been achieved."

So, does that mean that the war on terror has been won, that no terrorist will ever strike America again, and that crime has vanished?

I mean, if that objective has been achieved, we should never see any talk of chatter, terrorist threats or anything else right?

Or did he mean that the objective of scaring foolish people out of what little mind they have until after the election has been accomplished?

I'm confused.
