How were Penn. State Police used in the coronation of Bush?

How were Penn. State Police used in the coronation of Bush?
They were the ones who were supposed to keep the protesters in line. Were they deputized and then used as federal agents? Because, I believe that all law enforcement within D.C. is federal. This sounds very starnge to me.

2. it was done in the last
inauguration but not to this extent. My husband and a bunch of cops from Florida along with other states were there.

And they really did have hateful sneers on their faces all day long.
