First, Section 624(d)(2) of the Cable Act, 47 U.S.C. § 542(d), provides that upon request, a cable operator must provide, either through sale or lease, a device "by which the subscriber can prohibit viewing of a particular cable service during the period selected by that subscriber." Under this requirement, a customer who subscribes to a tier can request equipment that would enable the customer to block a particular channel that he or she otherwise is authorized to receive
