What is the origin of making a budget bill only need 51 votes?

What is the origin of making a budget bill only need 51 votes?
They can put anything in a budget bill to get around a filibuster.

How did that start?

1. The gov't really needs money to opperate, so they want to make sure
that budget bills are impossible to stonewall unless you have 51 votes.

In all other cases, moderation, going slow and incremental change is encouraged. That's why you can hold up other things with 40 votes.
