This is all about countering the upcoming release of more torture photos. This is also why they've acknowledged to the UN that torture has occurred.

First, they think (perhaps correctly) that they've neutralized the UN with all the oil for food scandals, as well as painting their humanitarianism as "soft on terror."

Now e's trying to characterize the Bushies as the only ones with the guts to "do what it takes," including torture, to "protect" us from the terrorists. They're going to try to get us to accept torture as a legitimate antiterrorist measure, something that needed to be done but that the bleeding-heart liberals, with their talk of indictments and therapy wouldn't have the fortitude to do.
