within a few hours of this outage.....But it would have been a good black op scenario if they were truly looking to find illicit/covert power sources that needed to be identified for some reason.....

These are described as tests. Aspects of our government or military have been "testing" many horrific programs on citizens and soldiers throughout our history. For examples, look up the Tuskegee Syphilis experiments, nerve agents, and bacteria sprayed on ships in 1960s, and "Operation Crossroads."
