So.. If there was a cataclysm threatening L.A., Washington D.C., etc.
be it nature, terror etc. and the city needed to be evacuated... What's the plan?

The evacuation plan.

If you're poor, infirm, and have no car and nowhere to go, the plan is... you die?

1. Depends on what part of town...
If a quake were to hit a place like South Central, forget it. We've already seen proof of that by how * has screwed over the people of NO...the majority of whom are African-American.

I thought the very slow response time in NOLA was very much reminiscent of the LAPD's 'blue flu' during the '92 riots. Also the media's attention with re: to looting.

2. There is no plan. L.A is gridlocked under normal circumstances.
In the event of an emergency... lets say a nuclear attack. It would be great to have a boat ready You could take it to the back side of Catalina Island and you should be safe.

4. I have a plan...
Bike to my stepdads, where they have a cache of food and water. Its in a pretty safe place, so I would just go there. Its about all I can think of doing. There would be no other way out. I'm poor, and I have no car... but I know I'm blessed to have other people who are willing to take care of me.
