Damned straight. In early 2001, FEMA listed a terrorist attack in NYC,a flood in NO, and an earthquake in San Fran as the 3 most likely disasters to hit in America. In 2004,they ran exercises for response to a flood in NO. Yet, they couldn't evacuate or feed these people for 3 days.
