looks upon this one-time great superpower, the United States of America, as a kind of rich man's play-thing, a private ocean-going yacht, for example, and has given it to Junior for his amusement; to be lent to friends and their families for *their* holidays, as and when he wishes to.
The ever-lengthening holidays Junior is taking would seem to corroborate this impression, wouldn't they? And the fact that his appointees have no kind of relevant qualifications for what most people would regards as "jobs", even serious and highly responsible jobs. "Hey! Watch me surf this New Orleans high roller! And get paid a bundle for my 'pains'!" A complete disconnect with reality.
