Brown's official government biography oddly doesn't mention it, but he spent the decade before he went to Washington enforcing horse show rules as commissioner of judges for the International Arabian Horse Association.

His big project was a year-long, million-dollar probe of breeder David Boggs, who was accused of prettying up his horses with plastic surgery, including liposuctioning a grey mare with a big rump, tattooing the too-pink white of the eye of another mare and cutting some rump muscles in a gelding to correct the hang of his tail.

Brown proved some of his charges, and Boggs was suspended for five years.

5. I've shown horses (Paints)...
... and the stories I could tell. It is routine to deaden the muscles and nerves in a tail so they don't swish it too much in a class. It is suppose to be temporary but I've personally seen more than 6 horses that lost motion in their tails permanently. It is also routine to inject their hocks with a nerve deadener so it doesn't show in their gaits that they have chronic joint damage from being pushed to hard or early. The only thing I've done is use a fake tail to enhance the appearance of my horse's tail, he's folically challenged.

I will say though the person in charge of judges is in a snake pit. Imagine beauty pageants meets rodeo meets polo. One point is often the grounds for life long feuds. The points accumulated by a horse affects its value.
