They posted it on the internet so it's not really confidential but it gives an idea of what we're up against in 2004....

Not exactly the Rove Powerpoint but worth checking out!

1. Notice the interesting take they have on Florida?
Their own table shows Florida as "-2" (including Gore and Nader votes) yet the prose on the FL race talks about Florida being "Bush country" if Graham retires/runs for VP.

2. Interesting they plan on spending almost double in California....
what they will spend in New York or Florida ?? Maybe they think Arnold will be the first step in them taking over California???

a device to raise money. The confidential thing was just to make the recipient feel special.
But there is a snippet of there strategy in there;

…so we can expect the Democrats and their liberal…to say or do anything to turn out the vote. It is vital that we also have the resources to turn out our supporters and ensure that our common-sense message gets directly through to the people – and not misconstrued by members of the liberal media.

They plan to put pressure on the media for favorable stories. And that the key to the next election is low voter turn out to favor them. Voter suppression is the goal.
