There's an easy way to tell believable lies. When you are asked a question you can't answer honestly, simply rewrite it in your mind to a question you can answer and answer that question.
So in a Republican's mind, the question "Was world opinion solidly behind President Bush's contention that Saddam Hussein was on the verge of acquiring nuclear weapons and allied with al Qaeda" gets edited to "Did world opinion consider Saddam Hussein a threat to the stability of the middle east, and a problem to be handled?" (Handled in this context is not just militarily; could also imply sanctions or inspections or other ways of moderating Saddam's goals). The answer to the first question is obviously no. The answer to the second question is obviously yes.
So if you are a Republican looking to defend President Bush, which question would you rather answer?
