USAF and Cheney
Anyone remember a while back reports of Air Force Brass planning Nuclear strikes in Iran? I do. Seems very creepy to me Seymour Hersh is reporting change of strategy by using more of United States Air Power.
God help us all.

1. Not really
I assume those plans have existed for years and continually get rewritten. I imagine we have plans for nuking Canada too. That's what contingency planners do. Plan for worst. It's the sick fuckin' neocons like Cheney who execute those plans.

4. Got that right.
There is a department in the pentagon that's existed since 1915, modeled after the German general staff concept, that does NOTHING but write plans. Some of the plans are important (what to do if we need to deal with North Korea militarily, ranging from 'nuke them until they glow' to 'hold training with troops on station in Korean language and culture to defuse tension'), some are unimportant (How do we invade Trinadad?), and some are silly (Ireland is attacking Puerto Rico, how do we stop it!).

Look up 'War Plan Orange', one of the series of plans (code named 'Rainbow') written in the 1920's for what would become World War 2 in the Pacific... the U.S. Navy followed it almost to the letter from 1943 to the end of the war.
