We need more troops - lots more troops - to become the Constables of the World like the Neo-Cons have outlined in PNAC documents. But, they don't want a draft, it's too hard to pull strings to keep rich kids out. Well, not hard, just annoying.

Also, what to do about all those pesky poor people? Especially on welfare.

Aha! Let's lower the standards for military personnel, take away all social programs and force the poor to join the military, then send them off to get killed!

And, now that we've got a way to dispose of them in mass numbers and further our Imperial mission, we can create even more poor! Just keep them at low wages and high taxes while giving tax cuts to the rich - the rich get more of the poor's money and get richer, and we have more recruits to die in our wars! Brilliant!

My friends and I were talking about that a while back. The benefits to social programs are awarded to you only if you served in the military. Another friend of mine caught onto that after watching "Starship Troopers": you don't become a citizen of the country you're in until you have served in the military.
