First, you probably meant WV because WY is one of the four most Republican states in the Union. Second, WV is not really Southern, and anyway has been traditionally Democratic (Carter won it in 1980 and so did Dukakis in 1988 and HHH in 1968); Gore lost it for two reasons, namely that he supported gun control and that he was just a horrible candidate.
