Seriously.

In 1997 William Cohen, then-Secretary of Defense, spoke of countries "engaging even in an eco-type of terrorism whereby they can alter the climate, set off earthquakes, volcanoes remotely through the use of electromagnetic waves."

My thought: if Cohen was serious, then we can assume the US is a leader in the field.

And here's a curiosity: HAARP came online just after the raising of the terror alert, just before the California quake. (http://www.cyberspaceorbit.com/haarpidl.htm) There's much speculation about HAARP's purposes. The wildest perhaps is manipulation of the weather, including triggering seismic events.

The pertinent section (the B'nai Brith reference regards recent hoax anthrax mailings it received):

Q: Let me ask you specifically about last week's scare here in Washington, and what we might have learned from how prepared we are to deal with that (inaudible), at B'nai Brith.

A: Well, it points out the nature of the threat. It turned out to be a false threat under the circumstances. But as we've learned in the intelligence community, we had something called -- and we have James Woolsey here to perhaps even address this question about phantom moles. The mere fear that there is a mole within an agency can set off a chain reaction and a hunt for that particular mole which can paralyze the agency for weeks and months and years even, in a search. The same thing is true about just the false scare of a threat of using some kind of a chemical weapon or a biological one. There are some reports, for example, that some countries have been trying to construct something like an Ebola Virus, and that would be a very dangerous phenomenon, to say the least. Alvin Toeffler has written about this in terms of some scientists in their laboratories trying to devise certain types of pathogens that would be ethnic specific so that they could just eliminate certain ethnic groups and races; and others are designing some sort of engineering, some sort of insects that can destroy specific crops. Others are engaging even in an eco-type of terrorism whereby they can alter the climate, set off earthquakes, volcanoes remotely through the use of electromagnetic waves.

So there are plenty of ingenious minds out there that are at work finding ways in which they can wreak terror upon other nations. It's real, and that's the reason why we have to intensify our efforts, and that's why this is so important.

To preserve the cooperative, peaceful uses of space for the benefit of all humankind by permanently prohibiting the basing of weapons in space by the United States, and to require the President to take action to adopt and implement a world treaty banning space-based weapons.


IN THE HOUSE OF REPRESENTATIVES

October 2, 2001
Mr. KUCINICH introduced the following bill; which was referred to the Committee on Science, and in addition to the Committees on Armed Services, and International Relations, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned



A BILL
To preserve the cooperative, peaceful uses of space for the benefit of all humankind by permanently prohibiting the basing of weapons in space by the United States, and to require the President to take action to adopt and implement a world treaty banning space-based weapons.


Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the `Space Preservation Act of 2001'.

SEC. 2. REAFFIRMATION OF POLICY ON THE PRESERVATION OF PEACE IN SPACE.

Congress reaffirms the policy expressed in section 102(a) of the National Aeronautics and Space Act of 1958 (42 U.S.C. 2451(a)), stating that it `is the policy of the United States that activities in space should be devoted to peaceful purposes for the benefit of all mankind.'.

SEC. 3. PERMANENT BAN ON BASING OF WEAPONS IN SPACE.

The President shall--

(1) implement a permanent ban on space-based weapons of the United States and remove from space any existing space-based weapons of the United States; and

(2) immediately order the permanent termination of research and development, testing, manufacturing, production, and deployment of all space-based weapons of the United States and their components.

SEC. 4. WORLD AGREEMENT BANNING SPACE-BASED WEAPONS.

The President shall direct the United States representatives to the United Nations and other international organizations to immediately work toward negotiating, adopting, and implementing a world agreement banning space-based weapons.

SEC. 5. REPORT.

The President shall submit to Congress not later than 90 days after the date of the enactment of this Act, and every 90 days thereafter, a report on--

(1) the implementation of the permanent ban on space-based weapons required by section 3; and

(2) progress toward negotiating, adopting, and implementing the agreement described in section 4.

SEC. 6. NON SPACE-BASED WEAPONS ACTIVITIES.

Nothing in this Act may be construed as prohibiting the use of funds for--

(1) space exploration;

(2) space research and development;

(3) testing, manufacturing, or production that is not related to space-based weapons or systems; or

(4) civil, commercial, or defense activities (including communications, navigation, surveillance, reconnaissance, early warning, or remote sensing) that are not related to space-based weapons or systems.

SEC. 7. DEFINITIONS.

In this Act:

(1) The term `space' means all space extending upward from an altitude greater than 60 kilometers above the surface of the earth and any celestial body in such space.

(2)(A) The terms `weapon' and `weapons system' mean a device capable of any of the following:

(i) Damaging or destroying an object (whether in outer space, in the atmosphere, or on earth) by--

(I) firing one or more projectiles to collide with that object;

(II) detonating one or more explosive devices in close proximity to that object;

(III) directing a source of energy (including molecular or atomic energy, subatomic particle beams, electromagnetic radiation, plasma, or extremely low frequency (ELF) or ultra low frequency (ULF) energy radiation) against that object; or

(IV) any other unacknowledged or as yet undeveloped means.

(ii) Inflicting death or injury on, or damaging or destroying, a person (or the biological life, bodily health, mental health, or physical and economic well-being of a person)--

(I) through the use of any of the means described in clause (i) or subparagraph (B);

(II) through the use of land-based, sea-based, or space-based systems using radiation, electromagnetic, psychotronic, sonic, laser, or other energies directed at individual persons or targeted populations for the purpose of information war, mood management, or mind control of such persons or populations; or

(III) by expelling chemical or biological agents in the vicinity of a person.

(B) Such terms include exotic weapons systems such as--

(i) electronic, psychotronic, or information weapons;

(ii) chemtrails;

(iii) high altitude ultra low frequency weapons systems;

(iv) plasma, electromagnetic, sonic, or ultrasonic weapons;

(v) laser weapons systems;

(vi) strategic, theater, tactical, or extraterrestrial weapons; and

(vii) chemical, biological, environmental, climate, or tectonic weapons.

(C) The term `exotic weapons systems' includes weapons designed to damage space or natural ecosystems (such as the ionosphere and upper atmosphere) or climate, weather, and tectonic systems with the purpose of inducing damage or destruction upon a target population or region on earth or in space.



The bill was sent back and revised because of National Security

8. I wasn't aware that "The Core" was a docudrama.
Or that it was scientifically acuurate. Well, I suppose in that a) the Earth exists and b) it has a magnetic field.

The mushroom cloud formed by the "Mike" test of an experimental thermonuclear device rises above Enewetak Atoll, November 1, 1952. The "Mike" device used liquid deuterium and required extensive cryogenic cooling equipment. It weighed 164,000 pounds (74,546 kilograms) and had a yield of 10.4 megatons



The above photograph shows five of forty named islands comprising Enewetak Atoll before the "Mike" test (the gray areas surrounding the islands are coral reefs). The test completely vaporized the island of Elugelab as well as portions of Sanil and Teiter (below), leaving a crater 164 feet (50 meters) deep and 1.2 miles (1.9 kilometers) wide.

9. I immediately recognized this as a HAARP simulation.
Pretty good for the disaster movie genre. Not much is publicly disclosed about HAARP (High Altitude Auroral Research Project). The classified portions are up for much speculation as to the uses, but I have a bad feeling about them. Another going up in Greenland soon IIRC. :scared:

7. eco-terrorism is a serious problem
...as we all know it's quite easy to start a forest fire. It's also easy to start a dangerous avalanche or mudslide. Most areas are remote and secluded, fires etc. can easily spread.

In the D.C. area there is a serial arsonist who has hit 20 or so homes by now... maybe more. It hasn't been reported very much in the national news, but this arsonist is proving how easy it is to start fires.

26. I've got a dumb question regarding this HAARP stuff......
I've noticed over the last 3 days that I've not seen very many birds around. You know, the ones that hang out in flocks. My bird feeders are not being visited much and the swarms of blackbirds and such just aren't moving around much. No big bunches of geese that are usually on the move from field to field either. Saw a small group of 3 geese today. 3 solitary crows and one bunch of 6 blackbirds hanging out on the phone wires. The weather has been mild, and there are usually many more birds on the move.

Would these new "pulses" that are mentioned that started when the alert went orange effect birds much?
Has anyone else noticed this? (I'm in SE WI)

I have not seen any crows except one or two in the last year.
We use to have hundreds here.
I originally attributed this to west-nile virus but I am now beginning to wonder.
Hmmmm.......

Now is the world really coming to an end?

What concerns me the most is the volcano in Yellowstone
That is one big puppy that has been long due.

In a madman's hands what kind of damage can be orchestrated?

33. I've only been paying closer attention for the past 3 days. I just
wondered if anyone else has noticed this as well. I just remember reading in one of the threads here about someone tracking the HAARP pulses saying they've been active since the orange level threat.

Found it curious that the birds have been pretty quiet in that time as well.
