4. It's the other way around, actually.
If they criminalize it, they'll say it'll be of benefit to them. Jail offers a lot - free room and food. Free cable. Free medical care. Free gym. Everything that we pay for in "civilization" is what they get for free (so how the hell is socialism looked down upon?! Why don't we all commit crimes instead?!)
