Geopolitics is much the same. American neoconservatives such as Robert Kagan look down upon feminine, Venus-like Europeans, gibing their narcissistic obsession with building a postmodern, bureaucratic paradise. The United States, by contrast, supposedly carries the mantle of masculine Mars, boldly imposing freedom in the world's nastiest neighborhoods. But by cleverly deploying both its hard power and its sensitive side, the European Union (EU) has become more effective—and more attractive—than the United States on the catwalk of diplomatic clout. 1. The Euroes Remember That Money Talks
While the US has been governed by increasingly right-wing Congresses and administrations that have made the idea that all foreign aid is wasteful holy writ, the Europeans have been intelligently using foreign aid not only to build up diplomatic goodwill, but also to promote their own products and corporations. European aid to Third World countries in the forms of grants instead of loans, infrastructure built to European engineering standards, and European widgets is going to edge out anything provided at high cost and high interest rates by Uncle Sap.

Love 'em or hate 'em, you've got to hand it to the Europeans. This sort of soft-power application is considerably cheaper than military expeditions or 19th century colonialism.
