Adobe Acrobat writer will do it
You have to pay for it, though.

1. Not to be facetious, but yes -- Adobe Acrobat (full version)
Failing that, if you're looking for a less expensive alternative, there's RoboPDF.

I suppose there's probably open source stuff out there, but you'll have to Google for that yourself.

Perhaps actually using THE program designed to make PDF files will work.

I'm sorry for being so snarky, but really, just use Adobe. Though, if you don't have a registered or pirated copy, you're just out of luck.

If you do, just open Excel, and print the file, but instead of selecting your default paper printer, just click on Adobe PDF. It will automatically take the info that would usually go to the printer and convert it to a PDF, in seconds.
