the specific word COMBINATION--"kinder, gentler"--has been completely appropriated by the Republicans and has negative connotations for liberals, who generally use it only sarcastically.
Republicans have discarded it entirely as passe. When common word usage is affected on such a broad scale, it is fair to say the words have been twisted from their former meaning in the culture, and you will have to come up with a new expression to convey a more neutral meaning, at least to the generations presently alive.

This is a semantic argument. Not much bearing on the original poster's question.
