Bank statement - proof of address?

Does anyone know if a bank statement (like a utility bill) is considered proof of address?

I'm not sure, but employers. schools, etc. like having utility or cable bills because they prove that you pay for services at your residence - which implies you reside there regularly. I don't think a bank statement would cut it.
