Berlin is a state in its own right - as such it has a state parliament, a city senate and 12 district Parliaments.

The only other guess I'll make is "high school"? Oh, these are stabs in the dark...

Wowereit was the first to attend a "Hochschule", which means "higher education" and not High School.

And yeah, the German Federalism is causing loads of problems with the EU - the EU treaties do not recognize Federal Republics.

On the one hand the Federal Government has to answer for all mistakes made by states - on the other hand the states try to get their hands on EU money directly. As a result -for example- the state of Bavaria has a bigger Embassy to the EU than the Federal Republic - the idiocy of that is pretty obvious, especially as it is the cause for far too many mix-ups and embarrassments.
