The Rating Systems don't work

Last Sunday, Adult Swim aired Robot Chicken and Tom Goes To The Mayor with a TV-MA rating. The censorship on that episode was more akin to TV-14.

When will Hollywood see that this whole ratings BS is a waste of time and go to, say, the Music industry/PRMC concept of having generic parental discription warnings, or some other way of workable parental content guides?

Does the same program week after week carry the same rating?
Programs are rated by episode and, therefore, may carry a different rating based on the content.
