I would say never. It never does any long-term good, creates bad childhood memories, and passes the tendency to be abusive to the next generation. It is the sign of a lazy parent. Natural consequences work much, much better.

The picture is funny, although I don't think those kids are old enough to write that well. I surely wouldn't get onto my child for stating the truth.

Looks like these parents need to watch their children's reading/viewing material and to watch the language they use around their children. Generally, getting out the mirror before deciding on physical abuse will make a whipping parent think twice.
