Maj. Howard "Bunny" Colvin was commander of the Western district until he was forced to retire after his experiment with creating areas of amnesty for the drug trade was discovered by his superiors. These "free zones" became known as "Hamsterdam", so named after Amsterdam's liberal drug laws.

2. Well perhaps but...
These days in the age of Medical Marijuana, there is Oaksterdam, a section of Oakland where there are a lot of cannabis cafes. In nearby Hayward, there are also a lot of cannabis cafes, and as such it has earned the name "Hamsterdam"
