1. If I had to venture a guess, it was probably some kind of health code...
regulation that stipulated that to have real melted butter and popcorn you need to have the same kind of inspections as a restaurant. They got around it by serving corn out of a bag and butter out of some kind of prepackaged sack which of course demanded strange new ways of creating such "butter"
