8. on SOME issues he could be correct with that
IE sometimes 'cutting' funding isn't really what it sounds like - one side votes to increase a budget by 10% and then the other side 'cuts' that to 8% - in the end though there was more money spent than the previous year.

MAYBE if he is real real lucky that may possibly might be true on one or two things.

I doubt it though :)

11. Or adjusting for inflation
Participants increase by 10%, and inflation is 2%, so the department gets 12.2% funding increase... the exact same amount per participant in adjusted dollars.... and all of a sudden it's tax-and-spend meme.

Gov. Pawlenty is notorious for it here. State income predictions have inflation taken into account but not state spending. So if a department gets an inflationary budget increase only, the Repubs like to brag about how they're increasing spending on roads and schools.

9. I can say this
I believe that he did increase funding.....a normal increase that you would bet every year to account for inflation but not in any significant way so it is just a semantic argument. Either way he is a douche.

10. Follow the others' advice, but also be careful about obfuscation and trickery -
one thing the Republicans love to do is tell the truth while lying.

So Shrubbie might be able to say he increased funding to, say, rainforest protection.

But what probably happened is that the Republicans, when making the budget, slashed rainforest protection by 90%. Shrubbie says, "No, let's cut it only 80%" and then goes on TV and tells everyone that contrary to Congress, who wanted to cut funding, he's actually raised funding for rainforest protection.

They play that bullshit game all the fucking time.
