and if so. what the hell is up with Shoney's and IHOP being such slackasses here?

Despite economic reforms, China remains a nation wherein a vast majority of the people live in poverty just above subsistence levels. For them, cooking at home is the only option--eating out at restaurants is a seasonal, if not annual, rarity. It probably goes without saying that a nation that, until two decades ago, was subsumed entirely within a centralized, command economy is not going to have developed the same flexibility and traditions of the service-oriented market enjoyed in the Western democracies. Home delivery of meals would be quite rare there, and I suspect a rather expensive luxury that only the elite would ever experience.
