bbs software (free, relatively easy to use, tcp/ip and dial up, offers telnet, ssh, ftp, gopher, irc, intramail, mail between bbs systems if properly set up, http, pop and smtp, nntp/news, the telnet forums hook into the news and webforums)

(windows dos linux or os/2) (win or linux recommended)

add to that dropping 10 dollars on a flash key to store software for above and below

then:
an iso of a small linux, (ziplinux, ds linux, heck even some of ubuntu's live ones)

and the software to make it 'run'

the comms and security suite:
terminal program/ssh (putty works pretty well, winscp to it, linux has own)

firewall, virus software, make them freeware:
clam av and ghostwall could work
any 'online registration' won't work, if they'll email you a key (like comodo) it won't work

the 'counter propaganda suites'

(mac os x 10.4 compatible, linux source, windows exe's)

keep a copy of thunderbird with addons and firebird or webreader and email client of choice too since sbbs supports that

the less data pushed through a 'uplink' the less likely it is to be detected and shut down
ie, the more data one can put on the intranet/mesh, the better

basically the idea is
what programs would be needed to make an effective 'clone' of a working computer that can handle
mess communication or packet radio, create and read counter propaganda and bbs emails, up and download files and stay secure if siezed,
and that might work in a pinch on old or salvaged hardware?

old salvaged hardware is cheap enough (free) that it can be installed with a mesh or cb and if it was tracked down and destroyed
all it cost was the 1-2 hours of work setting it up, no biggie, set up 10 more and place the next one, waste the 'radio tracker crews time'

linux have perl and gcc installed (ok if you have the harddrive space keep the sources around)
for windows tinyperl and tinycc
mac users can get either gcc suite (devel chain) or xcode suite

soundmodem (packet data over radio via sound card) very slow, yet better than nothing
http://www.baycom.org/~tom/ham/soundmodem/ needs hamradio, illegal over cb

bigger antenna/better db for wifi OR download how to build one

i haven't looked into linear amplification for wifi yet nor for CB (commonly called footwarmers)
if possible, schematics,k instructions and diagrams, download and save (up your wattage/range)
illegal depending on location

try spending a day playing with this software NOW, whilst the docs to use it are available online
if they are gone it's going to be much more difficult,write down what you do, download the docs, text files or html files
in a compressed file take little room

for programmers (as if you didn't already have it) debuggers, interactive disassemblers and similar)
no internet means "no more virus updates via internetz", virus defense will still be neccessary.
still, get the install files of anything you use often

whilst at it, download some books in ebook format (pdf, chm, what ever)
topics, really go with what you are interested in and need aside from basics
basics (fix puter, first aid, fix house)
you do gardening? get gardening books
you like political science, get that, get some warning books (mein kampf, machiavelli, milton mayer)
you like puters, get programming books
like animals, get veterinarian books but not just 'i like cats so only cats' profile yourself for all animals


at that point you'll be able to show up, dump software enough from a flash stick to
1: put an operating system on a computer

2a: make it usable and relatively secure as a communication and information/counter propaganda unit
or
2b: make it usable as a distribution point of software (freeware) and information (bbs) and mail

3 get it on the 'mesh'

4 drop enough ebooks to get the person started with 'something' which he can then improve over the mesh to fill out
until another full library online exists


edited to add:
solar cell and or windmill and UPS at least for your home computer/laptop
all it takes is one big power spike or power shut down and you are offline
whilst at it, download those diagrams too, some are out there that'll work with old car batteries

But for those of us living in areas where the mega-corps might be able to take over local access and shut most of us awake Americans out, it's still a good thing to have on hand
(On the other hand, they got one thing wrong; you can't trust the privately owned ISPs because in 90% of cases,, they'd be the ones shutting off your 'Net access. Community ISPs would be a good route to look into, if you can find one to hook up to.)..........too bad Dprogram ended up being one of the fringe conspiracy sites, though. Here, they even went the John Birch route:
