PA Links Votes to Student Grant Money The Washington Times MICHAEL RUBINKAM
PHILADELPHIA (AP) -- Some college students from Pennsylvania who plan to vote Nov. 2 will do so at their own financial peril. That's because students who go to school out of state and register to vote on campus lose their eligibility for Pennsylvania state grant money.
Mark Brice, of the Philadelphia suburb of Harleysville, found out the hard way when he was ordered last week to repay $560 in state grant money because he registered to vote at Wheaton College in Illinois, where he is a junior.

Students' rights groups such as Rock the Vote and the New Voters Project encourage students to vote where they attend school. The New Voters Project says on its Web site that only "in extremely rare, if not improbable, circumstances" can registering to vote on campus affect financial aid.
"I think it's an outrage," said Ivan Frishberg, spokesman for the New Voters Project, which has registered tens of thousands of young people across the country. "It's never quite the right system if you say you came from a poor family so you don't get to choose where to vote."
