But these picky voters could end up being kingmakers. With a margin of error of plus or minus 4 points, the Arizona Republic poll indicates a statistical dead heat. Undecided voters may ultimately decide whether Bush or Kerry wins Arizona, considered a key battleground state before earlier polls showed a sizable lead for Bush.

Arizona's indecision likely stems from frustration with Bush, said William Dixon, interim head of the UA political science department.
"We know that undecideds go for the challenger, 2 to 1," he said. "They wait this late to size up the challenger."
Pollster Kenski disagreed. Arizona's conservative leanings will favor Bush in the end, she said.
