Peggy Sherwood isn’t sure she can trust either the Democratic or Republican presidential candidate when he says he can solve the nation’s health-care problems.

But when she votes in November, she’ll be making her choice on that issue alone.

Bush wants to use $1 billion to launch a “Cover the Kids” campaign to enroll children who are eligible but not signed up for Medicaid. The proposal doesn’t call for expanding eligibility.

Kerry wants to expand Medicaid eligibility to families earning as much as 200 percent of the federal poverty level and childless adults who earn as much as 100 percent. He also wants to let people and businesses buy into a Congressional Health Plan.

But Medicaid “is not a program that people are eager to join,” said Joseph Antos, a health-policy expert at the American Enterprise Institute, an independent, conservative think tank. “We can spend the same money more wisely,” he said.
