Did Bush blame the troops for losing the explosives?

1. maybe it was the sailors that asked for the "Mission Accomplished" banner

first, they asked Bush not to secure the explosives, then they requested Bush declare the war over when it wasn't.

2. Bush has tryed to turn this around as though Kerry is attacking the troops

3. He actually accused Kerry of dissing the troops over this.

Bush:
