Conspiracy Theory - Where our tax dollars really went:
It is very simple: Russian Intelligence officers came in with 15 semi-trailers just prior to March 2003 and hauled off several hundred billion dollars from the treasury.

You can't blame Bush for that!

If it worked for the 377 tons of high exposives, maybe that excuse will work on the deficit...

Oh, and that's what happened to the No Child Left Behind funding too.
