Missing Explosives? Blame the troops.....

Funny thing to hear the party that does so much to "support" our troops use them so readily as scapegoats:

"Former New York City Mayor Rudolph Giuliani, said the troops in Iraq, not the president, bore the responsibility for searching for the explosives."

And is it really true that *'s reasoning is that they found 1000 tons of explosives so loosing 400 isn't so bad? (I heard that on NPR but haven't confirmed it)
