He looks powdered. I noticed it in other photos, too -- it tends to stick in the wrinkles on his upper lip and accentuate them; and you can see a hint of rouge.

I think they're covering up the gin blossoms.

They're also using pencil on his eyebrows (I posted a photo about a week ago that made that very clear).
