5. I don't see that as an endorsement of Reagan.
I think the original poster is employing irony there. He is using the words of an exalted hero of the Right to put the lie to a policy the present pipsqueak is pursuing. (Sorry, didn't really intend the alliteration.)

I myself love to quote Reagan, whenever someone in this misadministration exhorts us to trust what they are doing, with "Trust but verify",
